National Institutes of Health Public Access Policy

Provides NIH grantees and administrative staff information about the NIH Public Access Policy (NIH PAP), how to comply, and how to manage publications in eRA Commons using the My Bibliography portal in My NCBI.

Who Submits

Identifying Submission Methods: Submission to PubMed Central (PMC) depends on the individual who will submit the document. 

If the PUBLISHER is submitting the document:

Method A Author publishes in a journal that submits all NIH-funded final published articles to PMC; no fee.
Method B Author requests a publisher to submit an individual NIH-funded final published article to PMC (usually for a fee).

If YOU are submitting the document:

Method C Author self-submits the final peer-reviewed manuscript to NIHMS; NIHMS prepares the manuscript for posting to PMC.
Method D Publisher submits the final peer-reviews manuscript to NIHMS on behalf of NIH-funded authors (no fee);
NIHMS prepares the manuscript for posting to PMC.
