About Congressional Debate
Congress has recorded its proceedings and floor debates in different series over the years. Since 1873 the official series is the Congressional Record. When Congress is in session it is published daily. The Congressional Record consists of four sections: the proceedings of the House, the proceedings of the Senate, the Extensions of Remarks, containing matter not part of the spoken debates and proceedings; and the Daily Digest of activity in the Congress.
